Your spell queue should be the maximum period of time you can handle without being penalised for queuing a spell too early and then needing to change your spell choice afterwards due to a proc or similar. Any less and I'm not confident that my button mashing will always queue the next spell in time. I play fury warrior which has fast gcds and so I play with a 0.2 queue. Be careful not to set the value too low or spell-queueing will not work. For that reason, some find that lowering the Spell Queue Window value improves how spell-casting feels. When you queue a spell, the queue-system does not allow you to change that spell.

The only reason to change the spell queue window would be if you don't want to be locked into your next spell 0.4 seconds early because you want to be able to change your mind in order to react to a proc or something. The Spell Queue Window benefits everyone, no matter how low your internet latency is. At 400 ms you are locked into your next spe cast 0.4 seconds before you start casting it. In this circumstance the default spell queue window is perfectly fine. Typically you can decide your next spell 1 second before casting it. Micro gaps between your casts will add up to a lot fewer casts over the course of a fight and thus a big dps loss. You want you next cast to start as close to the end of your last cast as possible. Spell queuing is essential for chaining casts properly. What you are doing is deciding how far before the end of your current cast you should be queuing up your next cast. A lot of bad information is given about the spell queue window, chiefly being you shoukd set it to your ping.
